Libertas (Latin for 'liberty') is the Roman goddess and personification of liberty. The pileus was a symbol of Liberty (Libertas).
Historical Note: Emperor Nerva’s use of the Libertas Publica (Public Liberty) motif was to signal an end to the tyrannical rule of his predecessor, Domitian. Nerva wanted to project a return to institutional normalcy, civil protection, and political freedom.
